I have seen parts like that on wheels a long time ago (Red Bull I think).

Given they are next to the hot brake disks I see them of being minimal use. The Merc setup uses vanes outside of the disk area. It also uses hubs designed to move air.

I don't see any Mercedes in it, it has Red Bull inspired endplates and footplates, Mclaren/Williams mainplane (hard to call it a "main"plane with so many elements, but the first element).

And it does away with the dip that Ferrari had since last year between the tunnel in front of the tires and the flaps for a pretty standard design.

Neat, finally some changes to the turning vanes they had been untouched for quite a while. Also this new solution looks quite unique.

Do we know what configuration they ran in quali?

I ask because they’ve introduced new wings to both ends of the car in the last two races but seem to have gone backwards relative to Mercedes; Vettel said the balance was good so I wonder if they’re running old spec, which is obviously balanced, just with less ultimate performance than they were expecting.

New, Ferrari seemed to swear by their new stuff, despite the fact that the car wasn't performing great on friday they never put the old wing to see if it would work/fix the car.

They ran the old rear wing in quali, not the spoon one. Think they kept the new front parts.

That's correct, however the spoon RW isn't new, it just hasn't been seen in a while.
