This looks like a photo from in-season testing. Double pylon and max downforce spec. Doesn’t match the photos coming out of Sochi. I reserve the right to be wrong though hah!
It's from Sochi, they have the spoon and this one there.

They dual supports act like a wing fence essentially
yes there is not risk of flow detachment under the wing and better in yaw conditions and cross winds etc in this configuration
