Ted, write the URL of the picture (that is,
http://www.... etcetera), highlight it and click on the Img button on top of the page.
For example:
This is the URL of a picture:
http://tracksearth.googlepages.com/Auto ... rramar.jpg
This is what you see when you're composing your post, after highlighting the previous URL and clicking on the Img button (look at the line in gray colour):

All the Img button does is to put the [img]...[/img] tags before and after the adress of the image.
If you have the picture in your PC, then you have to publish it on ImageShack, GooglePages or similar to "get" the URL (that is, the address of the image): go to one of these places and register, follow instructions to publish. After publishing the picture in ImageShack, right click on it and choose "Copy Image Address" to copy the URL. Go to the post and paste the URL into it, highlight it and click on the Img button.
