It's delusional. If that article is fact, Abiteboul believes Honda haven't moved. Is he being intentionally dense?
But then there is another article Abiteboul claims Red Bull obligations will slow Honda development down due to reliability requirements. That in itself is an admission of their fast progress.

I never know with this dude. The way he talks, the fountain of baseless rubbish and media pandering, you'd expect Renault's power unit to be the fairest of them all.
If they only brought meager updates to the car, then I suppose all the resources were dedicated to implementing Budkowski's knowledge into the 2019 power unit. Spec C may have been just something they slapped together to get a baseline. People forget that this man knows, to a certain extent, what everyone including Mercedes was up to. I still think Honda will develop faster because they have Toro Rosso. The Honda engine was strong on some tracks, mediocre on others, and still terrible on others. The Renault seems to have a more consistent engine and while their MGU-K is bigger than Honda, their ERS still seems to be better than Honda on at least half the tracks.
I imagine that Honda and Renault will both have made nice jumps over the winter, but we won't know that in testing because of the nature of the circuit. Harvesting enough to deploy lap after lap is relatively straight forward these days. Barcelona is a total package circuit, not so much an engine circuit, and although the engine is obviously important,the differences between the power units is muted by the demands on the chassis.
