We don't know that it has, because the tyres are different and so is the track surface itself. Pirelli already said the surface is so much different it's worth a second a lap or more.
Let me present a different case, where you would observe performance degradation.
The best time that Toro Rosso recorded in 2018 Winter testing was, 1m18.363 on HyperSofts. In 2018 Spanish GP qualifying, it did a 1m18.463 on SuperSofts.
The best time that Toro Rosso has recorded so far in 2019 Winter Testing is, 1m17.637 on C5. So, in this case, Toro Rosso has only gained 7 tenths compared to previous winter testing. If track has evolved by 1 second, then Toro Rosso has lost performance by 3 tenths!
