I don't think it does, to be honest. From these two views, it looks like the end of the neutral section is fairly vertical, not projecting out like the cape. It makes no sense to extend the bottom face of the neutral section - you want the air to flow around the edge because that's what creates the Y250 vortex. Extending a cape out from the lower edge doesn't seem to do much.
