No upgrade planned at China, so you can skip the race
Honestly, the tyres dictated this weekend for all the teams. Even qualifying was less than 0.1 faster than previous years. RBR struggled to get the soft (C3) working, pace on the C2 was good. So I think the chassis was betrayed a bit here. There is definitely work to do but next race in China we see the return of the tyre set that was used in Melbourne and the C4 Red Bull worked very well on. Will be interesting.

What makes you think that Gasly could have finished behind Max... By the end of the first lap he was ahead of Norris and was passed on track and on pace... Gasly didn't gain many positions without the retirements. Vettel didn't really close the gap to Verstappen, and at one point Gasly was behind Max. Gasly was behind Max before his pitstop, he was always going to have to pit. Vettel was 26 seconds behind Verstappen after he changed his front wing... That’s a gap that you don’t close with a less than a third of the race to go... At that point, conserving fuel and engine is the smart choice...
