I think it's quite simple. For as long as I can remember they'd use cooling gills around the cockpit for circuits where temperature is an issue. Since last year they had to place the halo mountings around there, they started using the back of the halo to vent the air out, since that surface will create drag anyways.

It's not there to pull air from the nose, it's not there to energize the flow over the sidepods, it's not there to blow the rear wing.
It's there to keep the engine from overheating and blowing up.
Mercedes already did this last year, it's not like this is the latest and greatest innovation.

Yep, hot air will be pulled out because a low pressure will be established there. There are many hot components under the cover that give off radiation. Having the cooling slot deals with that hot space inside the engine cover.
In fact there used to be cooling chimneys integrated into the front vertical turning vanes on cars years ago. Back in 2007 to 2012 i think? You would wonder how cooling could be provided all the way upstream, but the chimneys do work at cooling the car.

Yep it’s legal. Taking a cross-sectional slice in that region would show that the wing still only has 5 elements.

Hard to find pictures now but in the blown exhuast days, the side pods were very closed up for aerodynamic purposes to enhance blowing the diffuser with the exhuast positioned on the floor.
The Mercedes GP W02 had a double radiator arrangement in the sidpods, and to cool such a tightly packaged car the turning vane at the outside of the sidepod opening was used as a chimney. They were hollowed out sections pretty much. This was done only for hot races.

If I didn't see wrong Redbull's exhaust pipe was different shape from how it was before.

No. Big update is planned for Barcelona. I think it makes no sense to bring updates now, as they are still trying to understand the problem and identify the areas they need to work on. Luckily there is some testing now.

Looking at the placement of the sensors I think that they think they have problems in sealing the diffuser.
Too much wake from that old-school frontwing disturbing the underbody flow structure?

I read somewhere here that they are planning higher df update for Barcelona. So there may be only small modifications until that time
