I don’t think it has to be about less power but a different power delivery. You are right you don’t want too much fiddling into most turn ones though. The thing that I feel is pretty crappy about the state of F1 racing right now is that getting to the front at the start often dictates the win. The tile 4-6 cars rarely change positions after the start. So getting a good start can make or break the race.
Maplesoup - interesting point about the MGU-K.
Cars will run as close to their party mode as possible on the first lap of the race. It is worth the engine wear to maintain or gain track position. The only difference will be the ERS setting as they can't burn all their energy like in a qualy run as they will suffer for the next few laps while they recharge (red bull, Baku, 2018).
So they'll only fiddle with mappings near the end of the first lap once they've got some breathing space.
