They haven't really had a car that doesn't quite want to not car like Williams in the last few years. The PU rules have significantly changed around allowed differences between what works and customer teams are allowed to run since that statement was made. It doesn't apply any more. Those were very different Times. The engine were frozen. Only 1 update a year and the manufacturer had to prove it was for reliability concerns ONLY. Whit the current politics system in F1 only manufacturers can fight for title and/or someone whit unlimited budget like Redbull.
