Nothing is going on, many people are overreacting. Midfield is extremely close so even minor differences (like being stuck behind someone) can cause you to fall back during the race. Sainz and Norris were on a 1 stopper so they were nursing their tires during the race, other teams may have been betting on a two stopper.

horible race, horible pace and deeply disapointing with the huge update package in mind, but the race is saved from points perspective
