The car does look like it's lacking in multiple areas compared to the Merc in Barcelona:

It just kept losing in every corner. I was really surprised at the gap here.

Ferrari needs to reinforce their management. A new team principal is needed. Someone like Eric Boulier who is currently unemployed. They are lacking in strategy. Binotto needs to return to his former technical director position. The current car appears to have several flaws. If they were permitted to do private testing the problem would be rectified.

Ferrari should have kept Maurizio Arrivabene alongside Binnotto ,perhaps he was tough on the team which is probably what they need a strong leader even though he may not be likeble . The had the perfect balance one focusing on the administration side and the other on technical aspects.the front wing changes been a disaster some teams like Renault and Ferrari who were doing well last year and now look lost,Brawn shoved the blood thing on teams to make himself look credible to his employers he has to seen to be making changes, he should have prioritized closer grid among top 3 than overtaking

guess what, permission for private testing would make no change as all the teams would have the same and they stay in the same league.

yes they're lacking in strategy, so if anybody, the strategist needs replacement.
Binotto did a fine job with the car last year and this year too but yes, promoting him to TD hampers focus on tech department.

meanwhile, let's be fair here, Vettel more or less gave it away at the first corner by getting in that flat spot.
he went too far, if he braked just moments before he might have even made the corner but at the very least, he'd be in front of Max without a flat spot. But yes, Ferrari - as usual for quite some seasons now - are throwing points out the window with their strategy.

It's a repeat of year after year again. Very strong start, and quickly fading away and seeing strategy problems dooming up.

But again. Bouillier? seriously dude.

Well, end of the discussion. The design is a failure, they may improve it but I am afraid the season is over.
I haven't read his full report yet, but Mark Hughes references Binotto's comment early in the piece:

"After the race team boss Mattia Binotto was even allowing that the whole car concept may ultimately be behind the car’s limitations. Which is less than great news for the championship."

This is what you get when you put an engine guy in charge of your car design. He simply can't make a firm decision as to which direction things should go in. Quite why Ferrari lumped the role of Team Principal on him as well I have no idea.

The loss of James Allison to Mercedes is now being seriously felt.

Vettel lost a huge amount through T5, not sure what happened there; but same in almost the whole of S3 too, that might be the tyres being gone (apart from last corner? maybe not then), but sheesh, do they have a problem getting through the slow stuff.

Ferrari need to dig deep and analyse what is causing these issues. Highly probable now that the concept is limited and causes issues down the development potential.

Seems to be mix of traction, very poor performance in low speed and medium speed corners , tyre management and suspension set up. They need a complete analysis and review. This season is over as far as championship contenders. Focus should be on learning what went wrong, get some help for mattia binotto in running the team and make sure they get the concept right for 2020.

Air bubbles rising up through the fuel tank’s the answer and getting on for half a tank of fuel for qualifying.

The idea that their front wing concept would limit their overall down force potential might be ringing true.

Ferrari had the right personnel but they let them go. 1. James Allison one of the best aerodynamics guru . Remember his Lotus creations? 2. Aldo Costa. 3. Nick Tombasis 4. Luca Marmorini. The first two are at Mercedes. The third works for the FIA. Its normal that things have gone sour for Ferrari.
