If they are interested in real life aero data it’s only the difference from the normal tire, the car itself doesn’t really matter as long as they know the base. Plus, these tires come on cars that are so radical different then this period that any data is kinda useless. Just a note on red bull they can't test because they don't have a mule car to use. Renault isn't providing them with any engines to run last years car with. But next year they can run this years car with a Honda engine in it.
I don't know what Ferrari's reason is but I imagine they don't want to be distracted while preparing next years car.
