As I read it only 1 per calender year and none in 2020 (except 1 MGUK and Control Electronics upgrade). So this either means basically you get one shot (so NOT Melbourne spec + 1 upgrade) every year and if you miss it your year is done. Your Melbourne engine is the engine for your whole year. OR it means Melbourne spec + 1 upgrade. They are not clear on it (depends on wether the homologation carries over or not).
Then at the end of 2023 the development is completely frozen. Meaning you have to use that spec for all the seasons until the 2026 new engine rules. See the table. This could be extremely bad news for Honda.
