On the other hand, what happens if the FIA does find them in a bridge of regulations? They won’t be able to come up with a new car and be out for the season?

No, they could run their 2019 car... But, it will hurt them a lot! Renault has a right to protest it, but I personally don’t feel that their strategy is bad or illegal...
