Just look at last year's fiasco with Ferrari PU...
This isn't foxnews where you can just stand up and say anything and then penalise people for it. You need to find proof. It took a while for RBR to come up and explain to the FIA what they thought Ferrari were doing. Then the FIA took that and came up wih an action plan on how they could monitor what RBR were accusing Ferrari of doing.
Ferrari were basically cheating when the sensors weren't watching.
