I don't think so. To try to increase flexing in this particular moment is not a good idea.

I think there might be multiple reasons for this new front wing:
1: moving the setup screw gives now having a bigger setups window, which follows the recent trend where their main performance gains came from the setup of the car, rather than new parts.
2: this new bigger setup window might make the FW usable for all the races for the rest of the season, helping them to reduce parts diversity and overall cost
3: the footplate and underwing turning vane, will try to work the z floors harder (the current and/or the tested and unraced one).
Ferrari went from straight cut floor to the z cut floor without any other changes. They tested the new z cut floor and it gave good results on its own and, I think, bad integration with the package (FW and bargeboards). I suspect it made no sense to bring new parts at Monaco and Baku so now we are seeing that development stream resuming. I think we will see some development in the bargeboards next and then the new tested floor will be back, and they will stop this year's development completely after that.

Also the height of the the most external fin under the wing has been reduced in the new FW.

Ferrari running lower df wing in FP3. Looks like most teams are going low df compared to yesterday.

On Friday they ran with a high downforce rear wing (before using spoon wing for FP3/Quali) and still used this endplate, so would suspect that this will be standard spec for all RWs.

So Ferrari brought changes to both wings, good.
The bargeboards might be the next to be modified, if Ferrari still wants to invest on 2021 car.

Was the black fin behind the wing pillar already that way, finishing lower than the pillar itself?

Edit: yes, on the front wing, the bases of the pillars have the height for the exceeding black fin.
