I actually just watched the onboards. Alonso shifted slightly to the right to prepare the car for turning in just as Lewis was coming side-by-side with the overspeed. Lewis did the same to him at T2 when he eventually overtook him, shifted car slightly to the right to prepare the car for turn in. Racing incident.
You don't get penalised on the consequences only the actions. Yes, Red Bull have suffered terrible luck but, even without that, they've not cashed in fully on having a faster car. He was told to pit on the safety car restart lap. Radio comms are only not allowed on the formation laps before the race is underway. If the race had been suspended after the red flag and started all over from lap 1, then it would have been illegal to tell him to pit under such conditions before the start of the race.
