Ferrrai carried out Monza specific development ( as confirmed new front and rear wing) and extensive simulator testing on setup , braking & traction performance. The gap to leaders in engine deficit alone .3 secs ( 15 hp) and they are trying to make up with better traction and setup...it will not be as bad as last year and we can expect some little surprise from ferrari.
I think it is probably something like 4 or 5 tenths PU wise in a track wise Monza & maybe 2/3 or 3/4 tenths in other tracks.
I am not sure if 15 HP is the full deficit. It is probably around 20HP & that is without considering Mercedes new engine cooling thing which is getting additional benefit (maybe a tenth ??)
But 2-3 tenths is significant. I also don't think Ferrari have invested as much with the new floor & bargeboards as Mercedes & RB have so there is time to be found there but they are possibly focusing on 2022 which is understandable. The car is probably best in the field (with RB) in slow speed corners & traction out of the corners.
With the PU upgrade (2-3 tenths more), Ferrari can pip Mclaren & challenge in power tracks like Monza but the engine deficit it too big & that is causing Ferrari to run with less wing that say Mercedes which hurts them in the corners, balance wise & tyre degradation wise !
