Nothing confirmed by the team but on the Sky F1 podcast the other day Ted said that quite a few people in the paddock thought they could both be, or at least one. He made a good point that without the one month gap it may have been extremely difficult for the team to have two chassis ready in time for the next race of that were the case, given it’s so early in the season.
It's also quite costly for them because normally you try and introduce upgrades to coincide with launch spec parts reaching the end of their service life. Now Alpine are off schedule. They will have to manufacture new "pre-upgrade" parts and "pre-upgrade" spares just to have cars for Baku. It's a budget inefficiency. I don't think they are complete write offs. But it isn't going to be cheap.
I doudt the tubs are gone. PU is probably fine too. After that it's all ify and might vary between the 2 cars. Good thing the next race is a month a way.
That's the judgement they have to make. How much can be "repaired" in order to save new production cost, and how much requires new manufacturing. The former has the consequences you mention regarding weight. Thats an opinion shared by a lot of pundits and experts as well.
