The rule requiring tires to maintain certain grooove dimensions after a run was written before the one tire, one race rule. Back then, the concern was that someone would come out with a tire that transformed itself into slicks shortly on being used.
But at present, tire wear is such a concern, expect to see that rule discarded, because the FIA obviously are not enforcing it, nor are any teams complaining.
