I think we haven't seen what either driver is capable of, both rookies, saddled with engine penalties with derelict power unit components. Depends, Toro Rosso has some very good people, if they show they can make a good chassis, it may be cheaper to buy Toro Rosso than Red Bull. True Red Bull has some world class facilities for chassis development, however truth be told Toro Rosso isn't far behind due to the fact they get their facilities from Red Bull. Would Red Bull demand a higher premium than McLaren? Would Honda have more or less leverage if they went into works partnership with Red Bull?
As it is, Toro Rosso might as well be Honda F1, as Honda has absolutely all the leverage in this particular marriage. The car will be built around the power unit, if Toro Rosso needs some funds to redesign a suspension, or a new wing, or diffuser, or bargeboard, I'm sure they can work something out. Afterall what's a $40,000 FW, when Honda uses inconel exhaust manifolds that have to be replaced every 2 races which cost just as much?
As far as drivers are concerned, Japanese engine, Italian Chassis, might as well get a German driver, axis of evil style

Wehrlein would be my choice.

Anyway, the Honda move is the only good Way for STR to grow, or both of them. Surely STR cant stand with 3rd tier in term of renault service. I can imagine RBR renault engine will be shitty next year as Renault factory prefer MCL to get the prime service, as Renault and MCL May not beat RB fair n square
