Even if they pull someone to sport in this formula, they use their engine with AT until it gets good enough to use at RB. Until that time they still need a mature Pu which is Renault big probably. Sure you have to wait for the start of each season to introduce the new engines, but behind the scenese it is business as usual.
That said, the development rate is probably such that a 2021 engine would be quite slow if raced in the 2022 season

Chances are they budget for just building and servicing engines, track support and software optimization throughout 2021.
