Why on earth did they not have these discussions before announcing they leaving. 2022 is still far away, they could have waited if some sort of partnership was a possibility.
Why would they sell their IP. They were very strict on letting any outsiders in.

I think this is rather commercial games too.
All attention is now on Honda, leaving RedBull. RedBull gets all the attention, and Honda gets all the attention.
Everybody's talking about it, all the media outlets, etcetera.
Then, they come to an 'interesting' conclusion after talking intensively together and RedBull get 'rewarded' with the efforts of Honda through a re-branding as 'Mugen' or 'Acura' (first much more likely), and the result is that it's actually simply still Honda continueing but since they don't expect to beat Mercedes, there is no damage. In Indy they'll continue as Honda, in F1 as Mugen.
It reminds a bit also of Renault changing to Alpine. The enstone team is by all it's means still Renault, but they're now called Alpine. If they c**k up, no harm to Renault. If they do, still the glory.
Like Newey still working for RedBull, but then also not really.
We will see.
This will first be milked out as long as it can before it really starts losing steam, and then suddenly people get confirmed with f.e. the Mugen deal, and it's oooooh woooooo nobody saw thaaaaat coming. Milk it out a few weeks more, and then we'll be focusing on 2021.
