I don't know how they are in USA but in France, the shape and the color means something:
- Triangle is for caution.
- Round is something you have to (when blue) do or a forbidding (when there is a red circle)
- Square is per information (e.g. one way road) and they all are blue.
You also have some signs which are yellow: they are temporary signs (roadworks)
Concerning the the third sign, I think it is because the sign with a horizontal arrow already exists which means you have to turn right.
Some european motorways have white-on-green destination or information signs (like in America) while some have white-on-blue. Black-on-white destination signs are used in smaller roads, while in America they're used when the signs are small. However, they're white on yellow in Germany, for example and in England they are white on blue or white on green depending of the importance of the road.
Well, here we use Black-on-white, white-on-green, white-on-blue AND black-on-yellow
