People have said that throughout the entire ground effect era. Basically whenever Mercedes is winning it's because they got lucky with lobbying for regs that suit them, and when they're losing it's because Toto just isn't an engineer like Andrea or Ayao and therefore he's lost his way.
Well, I guess he knows *enough* about engineering to lobby for the exact regs that Mercedes knows how to nail. Which is one of many important jobs of a TP.
