Well the more appropriate way of saying it is that they'll be allowed to spend 19 million more than the CAP allows, where 8 comes out of future CAPs.

By the way do we know the budget of HONDA.

They had a much smaller team than other engine manufacturers.

So having more money to spent may changes nothing.

Honda's budget is the CAP. They spend up to the CAP but "the race" suggests Honda got the max under ADUO, therefore, they can $19million more. To summarize the max ADUO allowances:

Under the 10%+ ICE deficit band (the absolute maximum ADUO allowance defined in the FIA regulations), a manufacturer receives:

• 2 Mid-Season Hardware Upgrades per Season: Granted two additional physical homologation packages in 2026 and two additional packages in 2027.

​

• Maximum Component Redesign Scope: Full permission to modify hardware across all allowable power unit categories under Appendix C4 (ICE components, turbocharger, wastegate, exhaust, MGU-K, and ERS/Control Electronics).

​

• 190 Additional Dyno Hours: Allocated 190 extra test-bench operation hours specifically for developing and validating the upgrades.

​

• Up to $11.0 Million USD Additional Budget Cap Allowance: Granted an extra $11.0 million USD spending allowance per evaluation period outside the baseline power unit cost cap.

​

• Special 2026-Only Capital Anticipation: Permitted to pull forward up to an extra $8.0 million USD from future cost cap allowances to fund immediate development.

My intuition is that Honda will be working on a new engine, because I don't think this one is salvageable.

The question is when Honda started, and whether they had the necessary personnel and experience from the outset. They recently said they had brought in more staff with experience, but I don't remember them saying—or perhaps they did—when exactly those people joined.

And I assume they will have to homologate an engine at the start of the 2027 season.

So perhaps this explains Alo's reluctance to announce his renewal without knowing whether the new engine will arrive on time, and, if it does, what kind of performance it will deliver.

I can't see Alo committing to another year based solely on the promise of a new specification of the current engine (+15–30 hp).

It's only been repeated 500 million times on this forum that Honda said that they're not getting enough energy out the combustion. They are NOT gonna build a whole new engine (whatever that means) to fix that. The bottom end of the ICE, is probably working as good or better than anyone else's. Combustion is all about heads,pistons, intake, injectors, turbo, software and whatever sensors they're allowed to use.
