I believe that Red Bull did not have the first or last pit garage in Silverstone, but I thought that the World Champs got either the first or last pit garage?

Usually the plans for new tracks and buildings are done by Tilke's company. In Silverstone he wasn't involved at all but a different team of people did the job. I'm sure you might do this. But it is not a rational thing to do if you are looking for an answer to a question, as the question could have been addressed on any page in the thread.
