I still don't get why they had to change the V10 by a V8. Why can't they just use a restrictor. The V10 engine is the best to put in an F1 car. The V10 were also quite unique, there are few cars with V10's, most supercars have V8 or V12 engines but only a few have a V10. I know you can find V10's in Vipers and some BMW M versions but still it is a lot cooler than the V8's. There's nothing special about a V8, all american sportscars have one. You can even find one in cowboy's jack pick-up.
Of course the V8's used in F1 will be totaly different but even then i still think it is a bad idea. I mean, F1 is the most prestigious motorised sport, not just the national touring cup. It should have seriously cool engines.
By using V8's the F1 cars should be a little slower. I think this will be the case the first few races but development goes so fast that after some time they will be as fast as the year before. I'm sure the V8's will have more than 900HP by the end of the year.
If you really want an F1 car to be slower, put a 2.0 four cilinder in it
