Have heard there are rumors of a Mexico City GP at the old Rodriguez Brothers track replacing the New Jersey GP in 2013. Can find nothing definitive (in english, at least) to back this up. Anyone else heard of this? Or is this just Bernie putting pressure on the NJ GP team?

Mexico has been mentioned for some years now, so it doesn't surprise me that it is coming back up again. Especially with Telmex so involved in motorsport.
Are the sources you're finding in Spanish? If so, put them up and I or others will translate them.
Next see's Mexico join the F1 calendar, we have highlighted the main points in the article beneath, they are as follows -
-Next season's GP of Mexico will be at the Hermanos Rodriguez circuit in Mexico City
- Valencia to be dropped
- mid-June alongside Canada
- refurbishments to begin as soon as the elections finish
It says the return to Hermanos Rodriguez is only temporary while they try to build another circuit elsewhere, specifically Puerto Vallarta or Cancun.
It looks like a nice circuit, though turns 7-12 look almost a little cramped for the cars to really show their stuff through there. The turn 4-5 change of direction should be a nice challenge into the braking zone. It seems a pretty short circuit though. 4.438 km and the lap record is 1:16.8 by Mansell in 1991. I would guess they could lap that circuit today in 65 seconds, or very close, which seems too short to even be on the calendar.
Watching that second video...all I could think is how the track feels like a huge throwback. It looks old. Not really a fan of the esses section though... but it would be better than Valencia easily. Still love the Peraltada...great corner even though it's a bit like the Parabolica.
Yeah, the middle sector looks a bit pointless. I reckon going straight ahead on the gray part where turn 6 is, would be better, but I don't know if that's a possibility.
I agree with Speedster. I don't know if it's possible but it would add precious seconds to the lap time and also allow the cars to build up a little more speed before they head into the esses.
It is an old track. It hosted great Grands Prix in it's day. The facility is in need of updating. Also, what the videos don't shaow is the elevation. The track is about a mile high. The air is a bit thin. I definitely want to see this track back on the calendar.

Are they really returning to Autodromo Hermanos Rodriguez? From what I can remember about it, I love the track. is it kept mostly the same over the years?

The configuration is still the same. The main problem which will determine what direction the renovations go is the Peraltada. Since F1 last raced there, they've eliminated all the runoff areas in that section. It's basically lined with armco on both sides...sort of like Monaco in that sense. They built a sport stadium that was used to bypass the full corner for CART. A1GP I believe ran the old configuration one time before reverting to the CART layout. The banking also is not what it was 20+ years ago.
