Power lost from engine tolerances to allow a cold start?

All that has to do with the power train, gearbox, clutch, fuels and lubricants, etc. Generally the mechanical side of Formula One.

Power lost from engine tolerances to allow a cold start?

If FIA rules mandated a cold start a some minutes before the race began. Thus no preheated oil or coolant.
And enough warm up idling time were allowed while park while waiting on the starting grid. (Maybe 10, 15 or 20 minutes)

Engines would need looser tolerances (larger spaces between moving parts when cold) to allow for the cold start.
How much power would be lost by these larger tolerances ?

clearances not tolerances
'looser' tolerances means large tolerances, these could make the clearances either large or small or even non-existent
