All that has to do with the power train, gearbox, clutch, fuels and lubricants, etc. Generally the mechanical side of Formula One.

i think the regulations of FIA should stick becuase the racing has been down in recent times due to the changes imposed so i dont think V12 should return
also it give fans a chance to see the improvements of teams every year

Engine configurations don't have a mind of their own so they can't return or go away.

I think it was partly due to the Ferraris V12 that refueling was reintroduced

I'm not being rude but do you know this as fact or are you assuming?

A bit of both.
I'm sure I red it in Matchet's autobio, the teams put forward opinions on the idea and Ferrari clinched it because they needed more fuel to get through the races with their huge engines.

I'm old enough to clearly remember the scream of Ferrari V-12's. Glorious sound, and for those who think a V-10 is something special... you really should experience a Ferrari V-12 at full song.
When I was at the track, one of the joys my friends and myself experienced was being able to track the progress of the Ferraris just by listening to the banshee wail.
But why not allow them back? They would introduce a variable in engine design, options that the fans should enjoy.
