Obviously pressure is pressure as in its reletive to the outside but the amount of air inside the tyre will be less to achieve the same level of pressure.

pressure, fricture and temperature affect the tire. the only effect mexico has compared to for example canada in a rainy day is that it's hotter. but malaysia is far hotter, so there really is no issue there.
so the high altitude and 'slightly' thinner atmosphere does not affect the tyres.
indirectly, thinner atmosphere has a slight effect on brake temperatures due to cooling effeciency and that has a secondary effect on the tires due to the heat dissipation affecting the wheel and thus tires since those are immediately in the vincinity of the brakes, but nothing that is not controllable or is not anticipated. For example, Malaysia's heat has a far more and direct influence on the tires whereas Mexico's altitude does not have a direct influence at all.
