Although i'm Portuguese, i never heard about this project. But, i belive that there are enough Portuguese people in sufficient quantity and quality to assemble a whole F1 team. But not with experience. I also don't belive that there would be money to make this possible. I don't see a Portuguese sponsor to make this happening.
