I can see teams doing limited running in FP, saving the tyres for the race. The teams have plenty of data from this weekend so only just need to check the softest tyre for qualifying performance. If there are new bits to test, a run on the softest tyre can be done to check aero performance - it's usually done at a given speed so tyre life isn't so much of a problem.

As there's no one at the track, a quiet FP isn't really a problem. If the likes of Sky don't have much to show in their pay-per-view programmes well tough titties to them.
AS I mentioned in the tire thread, Pirelli can mandate a maximum stint length per compound and the FIA will enforce it. So if need be they can change the tire allocation so more hard tires are available, and then they can mandate maximum stint lengths.
It won't count as a British GP win because it's not the British GP.

Pirelli should mandate higher tyre pressures to stabilise the sidewall, reduce maximum camber and stipulate a maximum number of laps.
