Not sure I agree, shouldn't this track be even worse for Ferrari compared to Suzuka? Even more medium/high speed corners, and not many slow ones. I think they'll be behind both McLaren en Mercedes.
Leclerc's comments hinted towards something when asked about where he expects them to be this weekend, you kind of have to read between the lines it is not directly said.
Either they are confused or we are in for a nice surprise.
The fast corners are all either flat or small lift in qualifying with short durations. You aren't spending as much time in the corner as lets say the esses at Suzuka since they have longer radii and with partial and off throttle phases, so less time to be gained/lost.
I predict RB to make the difference in the medium speed sections here. T1,T2,T7,T16. I'll come back to this because I have a good feeling of it. I think Ferrari will be better than they've historically been at these types of circuits this season. It also has a long straight and too 'slower' corners for them to make time up.
