No, McLaren have just dropped the steering arm from being inline with the top wishbone to beign spaced in between the top\bottom wishbones. I guess this is an aero thing, to try to use the section for flow conditioning effect. it also lower CofG which is always useful.
From this picture I would say they raised the top wishbone, but maybe they weren’t able to keep the steering link in line with the wishbone because of the strange angle and because they ran out of space inside the chassis because they would have to place the springs, antiroll bar and the steering system on the same high.
