Wind tunnel rules for 2010

Wind tunnel rules for 2010

New here, so I hope you don't mind me just jumping in.
Is the 60% scale rule for wind tunnel testing still in force for the 2010?
I thought it was, but I have seen full-scale testing mentioned or alluded to a few times recently.

Unlike most teams, USGPE is not planning to utilise scale models but will move directly from CFD to full-scale wind-tunnel testing."

It is all part of the resource limiting agreement which seems to be secret. AS many teams have invested in full scale tunnels I would think that they will have allowed to use them. They have probably defined a kind of equivalence time factor that is higher for 60% tunnels than 100%. Somehow you have to reward the guys who use more modeling and less expensive tunnels.
Formula One's fundamental ethos is about success coming to those with the most ingenious engineering and best .............................. organization, not to those with the biggest budget. (Dave Richards)
