The failure to agree on another round of engine equalization could chase Renault out of F1. Certainly Horner isn't speaking of Ferrari or Mercedes in the following quotation.

On one hand that is positive because now we have different fuel efficiency and power of the engines. FOTA not reaching a common position on engines paints a dark picture for the new for 2013 engine formula.
Formula One's fundamental ethos is about success coming to those with the most ingenious engineering and best .............................. organization, not to those with the biggest budget. (Dave Richards)
