The other teams don't get told anything unless you are physically modified a component. Even then the details other teams get are vague and generalized.

Wouldn’t that be done on a dyno? In this way done live on track surely if they were actually testing, you’d test ‘new’ elements?

That rule is about stacking PU in a single weekend. So if a driver gets 2 new PU in a weekend, only the PU used in the race will be added to the pool.

But it does matter as you could see in Turkey. Its not like Bottas will pull over to let Verstappen by if he has more pace. Maybe that's a reason to give Bottas another fresh PU. It could be Mercedes thinks it will give enough performance to keep Bottas in front of Verstappen.
