PREFIX + AbsoluteValue of (Initial Car Year - Target Car Year) + 1 = (2010 - 2014) + 1 = 4 + 1 = W05
Ex: For 2017: W + (2010 - 2017) + 1 = W + 7 + 1 = W8 (add zero in between for less than < 10) = W08
