We don't know how the negotiations are. There is always the possibly of Honda arranging some kind of on-car sponsorship and/or power unit naming rights sponsorship with Red Bull Racing at a later point... There is a big yellow nose (well perhaps a slim yellow nose on the actual car) with no logo on it for example.
Edit -- A lot of these deals, Red Bull on the engine cover to make space for Oracle on the sidepods, etc were probably already locked in. It doesn't preclude Honda returning as a sponsor & engine naming rights sponsor of Red Bull Racing in 2023. Red Bull Racing will likely always welcome having more sponsorship (to a point).
Indeed, if they wish Red Bull Powertrains to be classed a new PU supplier for 2026, they still may need to change the name of the engine to (say) HRC for this season rather than Red Bull Powertrains as it is on the current entry list. I guess it depends how the FIA views that.
