It should only touch the ground during roll/cornering. The lowest parts of the floor are higher than the top side of the plank, or maybe the step plane as well, depends on how the rules are worded. Basically the plank always hits the ground first during straight running. Unless the floor flexes that same amount, in which case, it's only a bump stop for the floor edges, if that makes sense.

Any horse power gain from the ICE can only result if the ICE was run below its maximum output potential.

Which should indicate floor flex. The regs if I'm not mistaken ensure that the step plane or plank are the lowest parts of the car, but the floor is not infinitely rigid so bending will be a factor as well. Whether or not limiting floor edge bending via these ice skates helps porpoising as scarbs suggests, no comment. Regardless they're not a suspension bump stop effectively because the floors aren't meant to carry the full weight of car as a point load.

Also no reliable source has corroborated the new ERS claims.
