The budget cap penalty is definitely having an influence. They aren't free to experiment in the windtunnel as much as other teams.

If what we are seeing already is the case, I don't think the season is going to be straight forward at all for RB. They are at great risk of being out developed by Mercedes and Ferrari. Max will have to be driving within an inch of his life to maximize the early part of the season.
They keep crying about it, but in reality they just have to think twice about what they will be testing, especially in WT. :) They already confirmed they are now more efficient, so that was a between-the-lines confirmation they aren't hurt in a meaningful way.
And they call it a stall. A STALL!

Of course they won't, I just like pointing it out

Full respect for how they manage it, they may be the best teams with simulation tools of any kind. They invested a lot in it and it shows. Other teams need to step up in simulation areas and that's it, no excuse will bring them closer by magic... :)

Well they were obviously hurt if they needed to become more efficient to maintain their status.

Even then I doubt they will not be affected long term. Sooner or later your development runs into a gully and you will need a lot of testing time to find the right path out of it. If everyone already knew what would and wouldn’t work in the wind tunnel we wouldn’t need them.

What's in the box? What's in the f****** box!?

Also, why is that box levitating? This upgrade must be insane.

It baffles me people think the penalty doesn't hurt. As if RB don't already think twice about what to test in WT and CFD. As if their process was far from optimal and therefore a little tweak and improvement in the process could overcome the penalty...? I don't believe a team with such an inefficient process could design a dominant car like the RB18, in a relatively short period due to the long in-season development of the RB16b.

Ofcourse RB mentioned the are 'more efficient' now. But that's a bit of a hollow remark isn't it? It's just a statement to complement the team, and comfort the sponsors.

Well, It's not like they were expecting a second car to arrive? I'm not yet excited.

It is just the second car. They need two full cars now. I guess all teams have brown boxes with their second car arriving these days.
