Surely the engine is detuned
Last winter I posted here that I expected that the new regs incentivised setups that would bottom out cars on kerbs, possibly causing more danger than they intended to get rid of. I was laughed away as ignorant. I think we'll have a talk about this later this season.
Pretty sure Haas was running light in FP1 -- was noted during commentary. Detuned + running light? maybe....
If they are managing on a soft tyre they will always improve for first few laps as the temperature goes into the carcass. You can't be degrading before 4 laps on a long run. They occasionally do in fp/testing but that is when the engineers tell them to go out and just push flat out immediately without caring about the tyres; they do this to understand the way the tyres behave for race strategy (eg in an undercut/overcut situation)
