Just watched Russels onboard of turn 2 and his front wheels were about level with the rear of Max's coming into the braking zone.
Id say the rules say he isnt entitled to that corner.

Even in the media interview Russell was surpised Max was trying to overtake around the outside....Yet Max was ahead so it was a overtake from Russell up the inside.
