The sun isn’t particularly strong. Will take quite a while for the track to dry. It won't be competitive in time.

no, 99,9% not, but I'd like to know who is allowed to make a decision like this, and on what grounds. I mean, it took them like a minute.

The fastest and the best driver does it again, making all the difference not having the fastest car. Best qualifier on the grid by far.

No, not 99,9%. Literally 100%. Unless the sun explodes that amount of water is not clearing in 4 minutes. There's absolutely zero uncertainty here. These complaints are just misguided. And the race director is the obvious answer to your question.
