I think Max is absolutely great with mixed conditions but I don't think you can use this quali to go there. For starters because the narrative is that LEC isn't great in mixed conditions and yet he's up there. And most certainly Stroll isn't good in mixed conditions and he's 3rd.
Stroll is actually better in low grip conditions than dry, at least over one lap. Remember his pole. Also, it's not like Leclerc can't pull out a great lap in difficult conditions, but he's not super consistent doing it and that's why he has that reputation. Also a great car makes a huge difference when conditions are tough, the ceiling of performance is much higher, even a great driver in a bad car is going to look bad in mixed conditions.

Calling it luck will not help you in the future how to position your cars in changeable conditions. McLaren messed that up themselves of course, but would Verstappen be on pole if Qualifying had started on time, and not hit the 1 out of 100 chance to be delayed? He was in the hunt for a pole in normal conditions. But the point is that very often it isn't normal conditions. Considering he put 3 tenths down to P2, chances are he would. The gap in Q1 and Q2 for the entire field was extremely tight, but then he slams it in Q3.
