as short as the track is, there would probably be enough time, but it's only allowed to use one set per segment. And I guess they planed to do a 2nd run in Q3 initially, as usually? So they are only left with two new sets because of the rain.

This is 100% on FIA. I have no particular sympathy for RUS but it was totally obvious this was going to happen in Mexico after their unreasonably stupid ruling, following an also bad ruling in Singapore.
