Of course it works. The point is, you can't work your way out of a rutt with any meaningful development due to the heavy constraint on spending.

No, they have less development time, RBR starts developing the new car halfway in the season while every other team is busy fighting one another. Ferrari improved massively YoY, but I've been saying since well early in testing that RBR is going to win every single year until at least 2026. It's not possible to catch up this gap unless RBR makes a crazy mistake, which is hard when they have all of that time to work on the new car.

I think you've forgotten that Max was so good last year that he won the constructors championship by HIMSELF last year. Max is clear, that is very apparent. But at the veryyyyy least, maybe the constructors championship is up for grabs this year. If Ferrari can consistently outperform Perez then it’s doable.
